A Bad Dose Of Crap

Tanjung Pagar GRC MP Lee Kuan Yew once said that all you need is a dose of bad government, and our wives and daughters will end up working as maids for a living. So what happened that resulted in high flying civil servants being nabbed by the Corrupt Practices Investigation Bureau (CPIB)?

Both are government scholarship recipients, those get-out-of my-elite-uncaring-face types normally fast tracked by the Public Service Commission to lofty heights of high office appointments. With superscale grade salaries to match. Peter Lim was Chief of the Singapore Civil Defence Force (SCDF), Ng Boon Gay was Director of Central Narcotics Bureau (CNB), together they had 40 years of service in their respective uniformed organisations. Barely a month transpired (Ng was investigated in end-Dec 2011, Lim in early-Jan 2012), and both have been replaced (by scholars of the same mold). The euphemism used for their downfall, "serious personal misconduct" is hardly appropriate for these guys obviously caught by their short hairs. Closer to home perhaps, is what the Chinese daily Lianhe Wanbao, who scooped the arrests, attributed to: "money and women."

Significantly, both transgressors are key members of the Home Team, the decorated folks that gave you the Mas Selamat debacle. The guy in charge of the Home Team is the Home Affairs Minister, currently DPM Teo Chee Hean, who also happens to be the Minister-in-charge of the Civil Service, the organisation who selects the scholars, and makes sure they are helicoptered to the top appointments in the land.

Don't expect DPM Teo, a soldier-scholar of the same breed, groomed by the same system, to be tainted by this latest hiccup. What did PM Lee say recently? "We can't expect ministers never to make mistakes or never to have mistakes happen on their watch in their ministries."

    1. What? Are you blind? these people are paid a lot and yet they are still greedy and corrupt. Are you saying that they are not paid enough hence they are corrupt? shouldn't the answer be that whoever chose them made the wrong judgment call? Let's open the PSC interview records and see which civil servants chose these chaps and we can draw the conclusion that the selectors failed to pick up their flaws. Exam results are not the end all and be all.

    2. Power corrupts. It doesn't matter how much the salary. Low handed corruption is 'kopi'money where it's passed under the table, in the palm during a handshake. High class corruption is to make it legal. You accuse and you get sued. Best way to ensure things are above board is to have a free, independent and responsible nosy press (Watergate) and of course, a strongly represented opposition to watch like a hawk and query through and through. Can you trust the CPIB when they also have a head to report to?

  2. The part that pisses me off is the fact that they knew this BEFORE the ministerial pay debate. If this came to light BEFORE the debate they would look like fools to have even proposed it. Now that they have debated and passed it -- WE look like the fools.

  3. Let's be honest about the situation. LKY's elitetism principle has shown time and time again that it does not always work. Scholars are not unsusceptible to corruption and avarice. Like wise, non scholars can and do have intergrity and can serve the country just as well. But because ah Kong has laid the rules on elitism, we will never seen the true light of how bad this situation is in Spore. How many scholars actually perform? How many scholars are incorruptible? etc. Till we kick those elitist arrogant arses out of govt, we will continue to wallow is lesser mortals noise only

  5. Have you ever known the Chinese saying: Man with money will go for women. See how these dogs are paid with obscene salary as compared to those ordinary daft Singaporeans. In fact, this is a human nature or male nature in terms of personal needs unless one is impotent. Once man has money, his cock will have to find more women to fuck. Sex is always the top enjoyment for man. Why some men do not behave this way, it is because of the social norm and personal bring up. Even GKS was going after another woman when he was old. LKY was controlled by his wife. Some ministers were having this issue and quietly told to fade away from politics.

    1. Not true. Men with little money also go for women (within their means). There are women who offer themselves free in exchange for other benefits.

      What is true is that sex is always on the minds of men. What goes around, comes around. I know men who played the field when they were married to other women and got hit with gift packages of ill health in later life (eg: cancer, stroke, HIV, Alzeimer's etc)

  7. Scholars are only good at study, nothing more! Look at all the generals (who are obviously scholars). How many actually are successful in the private sector? Name one. Almost all are given jobs in companies under the GLC.

    Someone really need to re-look at the scholar issue. Are we so blind as to create a path for them because we cannot admit later that our selection was flawed? Have we given a wrong signal to the men who are supposed to train these scholars that it is ok to submit a report saying he/she is not so good as expected? Can we ensure these staff that they will not be punished when the scholar one day become the boss?

  9. There should be more whistle blowers to expose sex escapades of garhmen men who stray or conduct extra marital affairs.

    After all, these are govmt leaders expected to set good examples for the rest of the nation to follow. They should not be exhibitting morally poor conduct like extramarital affairs and embezzlements!

    Besides govmt leaders, professionals, religious leaders and teachers are also expected to uphold moral conduct. Anything less and they should be severely dealt with. Termination of contract and employment is not sufficient punishments. They should be fined and jailed.

  10. Scholars are only good at study??? In this case, they chose the wrong subject to study!!

    They were put in high positions and expected to uphold security. Instead, they studied women and body parts between the legs. They should be heavily dealt with to set a good example and prove to Singapore that the Govmt is serious in its commitment to its duty.

  21. These 2 high profile , high paying top people were removed for corruption. Now that they have made some cosmetic or symbolic downward adjustment in their pay, in future, if any of them is caught for corruption, they can give a good excuse, saying it is the pay cut that force them to take such risk.

    Don't you think so. In reality, if people are greedy, no amount will ever satisfy them. I think the civil service and a lot of government-linked bodies have a lot of greedy people hiding there. This society is very money-faced and the government is trying to foster this mood by looking at everything in terms of dollars and cents.

  22. The Corrupt Practices Investigation Bureau (CPIB) said in a statement today Wednesday 25th Jan 2012 that it arrested the then CNB director, Ng Boon Gay, on 19th December last year. And on 4th January this year, the then SCDF commissioner, Peter Lim Sin Pang, was placed under arrest.

    On Wednesday 4th January 2012, the Committee to Review Ministers' Salaries announced its recommendation. Throughout the 3 day debate in parliament, the news about the corrupt civil servants was blacked out. Notice the dates.

    This is because the government is not accountable and transparent to its people. The government is behaving like what other netizen said a fake democratic feudal dynasty just like old Chinese mandarin governance system. The MIWs is very good at information black out and propaganda to manipulate the people. Ask yourself, Singaporeans, do you really like such a government to continue to affect your life? Or, vote really wisely in GE2016 and ready for a real change after that. That is your choice.
