Pay Hike! Pay Hike!

The Public Services Division implemented a 5 to 15 percent pay hike for civil servants "where their salaries needed adjustment to remain competitive and keep pace with the private sector." The XO sauce,oops, MX grade, officers who are benefiting from this benchmarking exercise are:
  • MX11 and 12  grades - young officers to middle managers drawing $3,000 to $7,000 - get 10 percent;
  • MX10 and "just below 9" - deputy director types drawing $6,000 to $10,000 - get 5 percent;
  • MX9 grades - those drawing above $11,000 - no adjustment needed since they are already getting private sector salaries for doing public sector work
In its typical opaque manner, the PSD said it has "selectively made salary adjustments for some generic schemes of service" in February 2012, without specifying what those schemes are or the number of civil servants who will be receiving the extra pay. Also not disclosed is who will be entitled to the top 15 percent hike.  Presumably it will the non-graduate officers in the lower and middle rungs of  the management support scheme whose pay starts at $1,600. Nobody knows for sure.

No wonder Gerald Giam was all befuddled when he thought the MX9 scheme was a straight forward salary scale, not tempered by some secretive formula tweaked to suit the political climate of the day. He said information about the MX9 salary scale was something "we are not privy to". Neither are we, the taxpayers, Mr Giam.

Meanwhile in the real world of the private sector, the 2012 Hays Salary Guide is saying that the Singapore workforce can expect an average salary increase of between 3 and 6 percent this year. It looks like they won't be having their chye tow kuay at Peach Garden outlets.

  1. In other words, the public sector is now drawing higher salary and enjoy higher salary increments than the private sector now, better still, without the accountability and transparency. With iron rice bowl like that, soon every singaporeans will want to grow up and be a civil servants and PAP will hang on to their grip perpetually. After all, you never bite a hand that ....(is dirty).

  2. Maybe there are more powerful and influential people than DPM TCH can ill afford to offend. If any of these theories were true, it only proves that SG state of transparency and accountability have deteriorated under the one-party rule of PAP. These are worrying signs for the health of Singapore.

It is sad to note that instead of holding on to their salary, cleaners actually have their pay cut through the years, thanks partly to civil servants who approved so many cheaper foreign workers to compete with our locals (Straits Times 8 Feb, page2). Now the same civil sevants are laughing to their banks with such a good pay rise. Sigh!

  4. What do you expect? When all of singaporeans + Opposition Party can't even get your elite Ministers to cut their salaries to a reasonable level, what else can you do? Can you march on streets to protest? Forget about the wayang budget debate. You can't get them to move one single issue and you want them to budge on a wider ranging cut? Just watch, the biggest elephant is the Defense budget, and how that's going to go up further!

  5. Can someone shed the light. With rising defence budget each year, has the pay for soldiers been rising accordingly or only the top brass got the pay rise?

    Yes they can. If they are prepared to get arrested, there is nothing to stop them from doing so. Pple in other countries also get arrested - a number are killed - for being in protest marches. In singapore, you face the prospect of being bankrupted as well.

    The difference is the pple in other countries believe their cause is worth standing up for and perhaps dying for, and not just grumbling about. They have the courage of their convictions.

    1. A month ago, a foreign journalist said this - He has a lot of respect for Hong Kongers, taiwanese etc around asia regions. But he has no respect for Singaporeans. The kind of mentality and their lack of fighting spirits will mean in 20 years time, the locals will still be where they are. No recourse for rally or their voices to be heard despite all the seemingly 'proper channels'. Counting on your politicians to speak for you is a laughing stock. This the sorry state for the red dot. This is what TCC said - the soul of the society is so lacking it is sad for the new generation.

    2. Totally agreed. I have decided to leave the place. Many of my friends have either done so or already left for overseas. This red dot has no future. If you know the real situation of climate change and future economy projection, you will be surprised what is unknown to the public. How much an unaccountable and opaque government can tell you the truths for your and your children's future?

  9. Come on... Let's be fair.

    The 10% hike is for those grades that earn 3K to 7K. Not unreasonable mah.

    If the MX9 (aka earn above 11K) get 10% perhaps we can scream and shout, but giving a 3K person a 300 increment is reasonable lah... Singapore inflation is 5.5% u know...

The civil service (graduates and senior officers) and the politicians are the last holdout for lack of competition and inefficiency, but can still expect regular pay hikes above the typical market. No wonder fresh grads are fighting to get into civil service, if they cannot get into big banks. Time to allow foreigners easy access to civil service jobs and also ministers' jobs as well. This will introduce market efficiency and worldwide competition. Then they will know what market rate is.

  11. Btw, this pay hike is above and beyond the annual pay increment. So many average-performing civil servant can expect to get over 10% and over 15% total pay increase in 2012.

    The last time this happened was in Aug 2007. Similar pay hike. And they also got regular annual increment based on their annual job appraisal. Of course also got the civil service mid-year bonus, year-end bonus and performance bonus. It will be the same this year. I know coz I have family members in civil service.

  13. 28 days annual leave, family/childcare leave, child-sick leave, 100 hours of training per year, fat bonuses and now, above market pay adjustment/increment! Some are even entitled to pension. What more can the civil servants ask for? All these perks, minus the competition and work stress outside of civil service. It's a known fact, our civil servants are all underwork and overpaid.

    btw, civil service job is not all roses. I would say they are more overworked and underpaid than the other way round.
